Ministry of Internal Affairs
(MVD)
Maintaining the same name since the Romanov Empire, Russia’s Ministry of Internal Affairs (Ministerstvo vnutrennikh del) is a key part of the country’s security services, with duties including administering the Federal Migration Service, the Criminal Militia Service, the Public Security Service, and other divisions. The MVD is tasked with combating white-collar crimes, tax evasion, and the mafia, as well as managing highway safety and the issuance of passports and visas. The MVD Internal Troops help maintain internal security, guard prisons, and assist with the transport of sensitive materials. The agency is headed by General Rashid Nurgaliyev, a veteran of the FSB. Alongside the FSB, the military, and the GRU (military intelligence), the MVD is considered one of Russia’s “power industries” associated with the siloviki>.
